President Volodymyr Zelenskyy has said Ukraine plans to use part of reparations loans from frozen Russian assets to produce long‑range weapons with ranges up to 3,000 km on Ukrainian territory.

Zelenskyy said at a press conference in Brussels that Ukraine wants to manufacture long‑range weapons using Russian money.

"I will now reveal something new. We are clearly using the long‑range capabilities of Ukrainian production. And we hope that the long‑range capabilities of Ukrainian production – from 150 km to 3,000 km – will become our new capabilities," he said.

Zelenskyy added that the issue is how to secure additional financing for mass production of such long‑range weapons.

"By the way, the question regarding (Russian) assets is also very important for us: to partially use them for Ukrainian production. Certainly, also for European production, our partners," he added.

European Pravda reported that, in his address to EU leaders at the European Council summit in Brussels on 23 October, Zelenskyy indicated Ukraine expects to obtain long‑range rockets, including Tomahawk, from European states.

Ahead of the summit, Belgian Prime Minister Bart De Wever revealed the three conditions on which he would agree to the "reparations loan" decision; otherwise, he would block it as too risky.

De Wever's statements confirmed earlier reports from sources that the European Commission's arguments had not yet convinced Belgium.
