EU to join establishment of commission to review Ukraine's claims against Russia

The European Union will join the establishment of the International Claims Commission for Ukraine on 16 December, which is being set up as part of the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine, according to Michael McGrath, EU Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection.

McGrath will sign the Convention establishing the Claims Commission on behalf of the EU next week.

"Next week, on 16 December, I will attend the diplomatic conference on the signature of the Convention establishing the Claims Commission [for Ukraine's claims against Russia for war-related damage – ed.]. I encouraged all Member States to join us in that step," McGrath said in a comment to European Pravda.

McGrath also stressed the importance of establishing the Special Tribunal for the Crime of Aggression in a timely manner.

"The Commission has already tabled a proposal to sign the Convention establishing the Claims Commission, which will be adopted by the Council soon," he added.

McGrath said these steps are part of efforts to build a framework ensuring justice and accountability for the crime of aggression.

On 1 October, the Parliamentary Assembly of the Council of Europe approved the draft Convention establishing an International Claims Commission for Ukraine.

On 22 October, the Committee of Ministers of the Council of Europe approved the Convention establishing an International Claims Commission for Ukraine.

The agreement on the Register of Damage for Ukraine (RD4U) was adopted in May 2023 at a Council of Europe summit in Iceland.

The Ukrainian President's Office expects a mechanism of compensation for losses caused by Russian aggression to start working this year.
