Italy has delivered the first shipment of energy aid pledged by Prime Minister Giorgia Meloni in October 2025, supplying industrial boilers and electric generators to help Ukraine mitigate the energy crisis caused by Russia's deliberate attacks on civilian infrastructure.

The delivery followed a commitment Prime Minister Giorgia Meloni had made to Ukraine's President Volodymyr Zelenskyy during their meeting on the sidelines of the European Council in October 2025.

"Today [28 January], the first batch of 78 industrial boilers was delivered, with a further 300 due to arrive in the coming weeks, with a total heat output of about 900MW. The boilers are intended for damaged municipal networks, hospitals and basic services," the Italian government stated.

This humanitarian initiative will supply enough heating capacity for around 90,000 homes, equivalent to a city of roughly 250,000 residents.

Italy has also launched a programme to send medium and large generators. The generators will support hospitals, water supply systems and critical infrastructure in the event of power cuts.

"These government initiatives complement commendable private initiatives currently underway to send generators to Ukraine," it adds.

A shipment of 76 emergency generators from the EU's strategic reserves arrived in Kyiv on Tuesday 27 January to help restore electricity supply in Ukrainian towns and villages.

Kyiv Mayor Vitali Klitschko said on Monday 26 January that the Ukrainian capital had received 130 generators of various capacities from Poland.
