EU allocates €50m emergency loan to Ukraine's Naftogaz

The European Commission, together with the European Investment Bank (EIB), has provided an additional €50 million loan to Naftogaz, Ukraine's largest national oil and gas company.

The funds will support Ukraine's energy system during the harshest winter since the start of the war. The financing will help ensure heating and energy supplies for households, critical services and businesses across the country.

"The news coming from Ukraine every morning is horrific. What Russia is doing is state terror. This is beyond war. People are freezing to death. Many are fleeing Kyiv and other cities," said Marta Kos, European Commissioner for Enlargement.

The loan is part of the Ukraine Facility. As a result, total EU support for emergency gas purchases during the winter of 2025-2026 has reached €977 million.

A key condition of the agreement is that Naftogaz commits to reinvesting an amount equivalent to this financing in renewable energy and decarbonisation projects.

On 29 January, the European Commission announced that it will provide €145 million in emergency assistance to Ukraine amid intensified Russian attacks.

On 27 January, a shipment of 76 emergency generators from the EU's strategic reserves arrived in Kyiv.
