Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has arrived in Kyiv on the morning of 31 March.

Kallas was welcomed by Katarína Mathernová, EU Ambassador to Ukraine, and Sybiha.

"Welcome to Kyiv, dear European friends, Kaja Kallas and fellow European ministers!" Ukrainian Foreign Minister Andrii Sybiha wrote on X.

In addition to Kallas, the foreign ministers of Germany, Poland, Latvia and Lithuania – Johann Wadephul, Radosław Sikorski, Baiba Braže and Kęstutis Budrys – have also arrived in Kyiv.

"Today, we commemorate the grim anniversary of the Bucha massacre. On that day, horrific pictures of slaughtered civilians shook the entire world to its core. Such a strong European presence on this day demonstrates that justice for this and other Russian atrocities is inevitable," the Ukrainian foreign minister added.

The visit comes amid renewed focus on the issue of Ukrainian territories in the context of efforts to end the Russia-Ukraine war.

Ukrainian President Volodymyr Zelenskyy said in an interview with Reuters on 25 March that the US is offering Ukraine security guarantees only in return for the withdrawal of Ukrainian forces from the unoccupied parts of Donetsk and Luhansk oblasts.

After that, US Secretary of State Marco Rubio called Zelenskyy's words false.

Zelenskyy, in turn, said that his counterpart Donald Trump and his team may pressure Ukraine into territorial concessions and demand the withdrawal of Ukrainian troops from its own territory in order to end the war.
