EU promises €10m for shelters in Ukraine

The European Union has announced €10 million in funding for construction and improvement of shelters across Ukraine.

As reported by Ukraine's Ministry for Communities, Territories and Internally Displaced Persons on Facebook, the funding was announced at a meeting of the Shelter Coalition for Ukraine, which brings together international partners and financial institutions.

In addition to the €10 million from the EU, Kyiv expects financial support from individual countries, including Finland, which co-chairs the Shelter Coalition with Ukraine.

During the meeting, Deputy Minister for Communities Artem Husak presented a project to set up 840 mobile shelters along school routes in six frontline oblasts: Dnipropetrovsk, Zaporizhzhia, Sumy, Kharkiv, Kherson and Chernihiv.

The Civil Protection Shelter Coalition for Ukraine was launched in May 2025 through a joint statement by the prime ministers of Ukraine and Finland. Following the signing of a memorandum of understanding, the EU, Lithuania, Belgium, Ireland, Sweden, Switzerland and the European Investment Bank joined the initiative.

The coalition aims to attract international funding, modernise existing shelters and build new protective structures. Finland leads the initiative.
