, 13 October 2025, 13:00 - Ulyana Krychkovska

Ukrainian President Volodymyr Zelenskyy will take part in a European Council meeting in Brussels on 23 October.

European Council President António Costa said in an invitation letter that the Council's meeting in Brussels on 23 October will focus on strengthening support for Ukraine, namely by "reconfirming our commitment to provide financial support to the country for the coming years, and by considering possible options based on Russia's immobilised assets".

He added that the session would begin with an address from Zelenskyy.

"Russia is paying a high and mounting economic price for its aggression and we will take stock of our efforts to further increase the pressure on it. Both support for Ukraine and pressure on Russia remain the two necessary requirements to achieve a just and lasting peace," Costa said.

The meeting is expected to begin at 10:00 local time.

Amid Russia's large-scale attacks on Ukraine's critical infrastructure, Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has said the European Union is preparing an additional €100 million package of winter assistance for Ukraine.
