Why Kyiv failed to prevent an anti-Ukrainian amendment in the European parliament resolution

Last Thursday, the European Parliament adopted a resolution on Ukraine. The lengthy document is devoted to supporting the country during the war and advancing its path towards European Union membership.

<fulltext>
Last Thursday, the European Parliament adopted a resolution on Ukraine. The lengthy document is devoted to supporting the country during the war and advancing its path towards European Union membership. However, one provision of the resolution has nothing to do with either Ukraine’s EU accession or Russia’s aggression against it.

Strangely enough, it appears in the section titled Commitments Related to EU Accession and Accession Negotiations.

In paragraph 34, the European Parliament criticised Ukraine and President Volodymyr Zelenskyy personally over what MEPs described as an "unnecessary and unprovoked escalation" - namely, naming a Special Operations Forces unit after the heroes of the Ukrainian Insurgent Army (UPA).

Read more about this episode and how Kyiv should respond in the article by Anatolii Martsynovskyi, European Pravda's editor: On Poland’s side and without Ukraine: How criticism of the UPA exposed Kyiv’s systemic problem within EU institutions.

The way the UPA provision ended up in the European Parliament’s resolution is itself somewhat unusual.

Initially, on 30 June, two amendments to the draft resolution were submitted by openly fringe members of the Europe of Sovereign Nations group. Their sponsors included representatives of Alternative for Germany (AfD), Poland’s Confederation party and the leader of the newly established Italian far-right party National Future.

Their proposed amendments described the UPA as "a formation responsible for the Volhynia genocide and mass crimes against Poles, Jews, Czechs, Russians, Armenians, other national minorities and Ukrainians who did not support its actions".

European Pravda knows for certain that even before 30 June, MEPs from Poland’s mainstream parties had been conducting what they called "explanatory work" in the European Parliament, persuading colleagues from other countries that the issue of the UPA should be included in the Ukraine resolution. The submission of amendments by controversial far-right parties appears to have provided a convenient opportunity: their more radical wording was replaced with what was presented as a "more moderate" version.

This is how paragraph 34 emerged. The revised amendment was introduced by Michael Gahler, well known for his pro-Ukrainian stance, and Polish MEP Andrzej Halicki. Both belong to the European People's Party (EPP), the European Parliament’s largest political group, which also includes Donald Tusk’s Civic Platform.

As a result, the resolution adopted language that fully reflects the Polish interpretation of the issue and places the blame for the current crisis in Polish-Ukrainian relations entirely on Ukraine.

Beyond securing the adoption of paragraph 34 itself, Polish members of the European Parliament also made full use of the chamber’s debate.

No one challenged the misleading claims made on the Parliament floor – either regarding the causes of the current tensions between Poland and Ukraine or concerning the historical events in Volhynia themselves.

Only a handful of MEPs offered more balanced views.

Among them was Lithuanian MEP Dainius Žalimas of the Renew Europe group, who argued that different countries may interpret history differently and that reconciliation, rather than mutual recriminations, should be the goal. Polish MEP Michał Kobosko, also from Renew Europe, spoke about the complexity of historical issues and the need for reconciliation.

In this political battle, the Polish side prevailed.

It was Poland’s position, not Ukraine’s, that ultimately received the backing of the European People's Party, whose members secured passage of the amendment reflecting the Polish view of the dispute. This happened despite the fact that four Ukrainian political parties – Batkivshchyna, European Solidarity, UDAR, and Samopomich – are associate members of the EPP.

However, they were not involved in coordinating this part of the resolution.

The episode demonstrates that Ukraine needs a genuine presence within EU institutions, including the European Parliament.

In this context, German Chancellor Friedrich Merz’s proposal to accelerate Ukraine’s integration into the EU appears particularly valuable for Kyiv. He has suggested giving Ukraine access to EU institutions even before formal membership.

Had Ukraine already been part of the institutional process, it could at the very least have helped make the European Parliament’s resolution mentioning the UPA more balanced.
</fulltext>

<fulltext>
Polish Prime Minister Donald Tusk said he hopes Ukrainians will rethink their approach to the Volyn tragedy and urged people in Poland to avoid inflaming emotions. [The Volyn (Volhynia) tragedy was a series of events that led to the ethnic cleansing of the Polish and Ukrainian populations in 1943 during World War II. It was part of a long-standing rivalry between Ukrainians and Poles in what is now Ukraine's west. Poland considers the Volyn tragedy a genocide of Poles – ed.]

As reported by PAP, Poland's national news agency, Tusk said that on 11 July, the anniversary of the Volyn tragedy, he will make a statement on the Polish-Ukrainian dispute over the UPA (Ukrainian Insurgent Army).

"Ahead of the anniversary, I would like to address all decent, wise and responsible Ukrainians. Remember that this great European community is built on truth, and truth is an absolutely necessary foundation for reconciliation. That is why I am counting on Ukraine to reconsider its approach, but I am also calling on everyone in Poland to hold back excessive emotions," Tusk said.

Responding to a question at a press conference in Osieki Lęborskie, Poland's Pomeranian Voivodeship, about the meeting between the Polish and Ukrainian presidents, Tusk stressed he views the fact that Nawrocki and Zelenskyy met very positively. he said that "the Russians would be happiest if a serious crisis broke out in Polish-Ukrainian relations".

Tusk acknowledged he has not received information from the Presidential Palace on how the conversation went.

"But the signals both presidents are sending publicly indicate that at least the two of them are certainly aware that this crisis has gone too far and is harming both Poland and Ukraine," he added.

The Ukrainian Insurgent Army, or UPA, was a nationalist paramilitary organisation that fought for Ukrainian independence during and after World War II, primarily against Nazi Germany and the Soviet Union. Poland believes that the UPA was responsible for what it considers the genocide of Poles during the Volyn tragedy.

Polish Foreign Minister Radosław Sikorski has said Russia is seeking to stir up emotions surrounding historical disputes between Poland and Ukraine.

President Volodymyr Zelenskyy met his Polish counterpart Karol Nawrocki at the NATO summit in Ankara. He described the meeting as "an important and necessary conversation".
</fulltext>

The EU plans to allow Ukraine to purchase British weapons using €60 billion, the military portion of the EU's €90 billion loan.

<fulltext>
The EU plans to allow Ukraine to purchase British weapons using €60 billion, the military portion of the EU's €90 billion loan.

Bloomberg sources say that after months of negotiations, the EU is close to reaching an agreement with the UK government that will allow British companies to take part in the programme.

The announcement is likely to come as early as next week, at a meeting in Paris bringing together the Coalition of the Willing countries.

According to the sources, the UK government would make a financial contribution as Ukraine decides to use the loan to purchase military equipment from British companies.

The size of the contribution will be determined by the value of each contract and the cost of interest payments.

The deal is being viewed as a conciliatory gesture from the EU, after the two sides previously failed to reach agreement on the UK joining the EU's €150 billion Security Action for Europe (SAFE) defence fund, with talks stalling over EU demands for the UK to pay for access.

The UK and some EU member states were disappointed by this outcome, which British officials say was blocked by France.

They said that negotiations on the loan for Ukraine progressed far more smoothly: member states, including the Netherlands, were particularly insistent on reaching a swift agreement, and there was broad recognition that it will benefit Ukraine by making it easier to purchase British weapons as the two countries' defence industries become better integrated.

Back in May, it emerged that the UK plans to begin negotiations on joining the EU's £78 billion (around €90 billion) loan programme for Ukraine.

At the time, European Commission spokesperson Balazs Ujvari said the UK must meet three conditions to join a project to provide Ukraine with the loan in 2026-2027.
</fulltext>

Russia is responding to Ukrainian successful strikes on oil refineries and other infrastructure inside Russia by stepping up its information warfare against the West.

<fulltext>
Russia is responding to Ukrainian successful strikes on oil refineries and other infrastructure inside Russia by stepping up its information warfare against the West.

As reported by Estonian public broadcaster ERR, according to Colonel Ants Kiviselg, Head of the Intelligence Centre of the Estonian Defence Forces, Russia has been reacting strongly to Ukraine's successful long-range strikes.

"They use hostile anti‑Western rhetoric, bringing in threats and demagoguery. The main accusation is that Ukraine's success is due to Western aid and support," he said.

The intelligence chief added that, as part of these narratives, Russia has also targeted the Baltic states and Finland, claiming that these countries allow Ukraine to use their airspace to carry out strikes against Russia. Moscow has also alleged that the Baltic states are planning the mass deportation of their Russian-speaking populations and that nuclear weapons will be deployed in Lithuania or Finland.

In addition, the Kremlin has increasingly begun describing the conflict not as a "special military operation" but as a full-scale war, arguing that several European countries and the United States are supporting Ukraine with intelligence, equipment and weapons.

Kiviselg noted that, in support of false claims made by Kremlin spokesman Dmitry Peskov, Grigory Lukiyantsev, Head of the Russian Foreign Ministry's Department for Human Rights and Multilateral Cooperation, claimed on 7 July that the Baltic states are preparing the mass deportation of Russian-speaking residents, which Kiviselg said is clearly untrue.

"All these statements serve coordinated information‑operation goals, likely aimed at creating fear of escalation in the West and weakening unity in continued support for Ukraine," Kiviselg said.

"In this light we can also view recent public discussions about possible Russian provocations or even military preparations towards the Baltic states. At present, this should be seen as part of Russia's information warfare aimed at influencing Western societies. We still see no military preparations from Russia to carry out an operation in the Baltics or this region in the near future," he added.

The US has warned Warsaw that Moscow may be considering an armed provocation against Poland to "test NATO's resolve".

Polish Prime Minister Donald Tusk has also expressed concern about a possible Russian provocation intended to "test NATO's resolve".

Earlier, Latvia's intelligence service warned that Russia could stage provocations against the Baltic states or Poland, including drone attacks and other hybrid actions, in an attempt to pressure NATO countries into ending their support for Ukraine.
</fulltext>

"Unfortunately, we did not succeed. But this fuelling of emotions around historical tragedies – we can see that Russian agents are quite literally trying to inflame Polish-Ukrainian tensions. These millions of online trolls are also playing their part, and we know who is pleased about this.
According to the Élysée Palace, this makes the parade a historic event, as it will be a powerful symbol of a Europe that is awakening, recognising the dangers facing the world, and understanding that it must take its destiny into its own hands, as some of Europe's partners on the other side of the Atlantic have encouraged it to do.

The total number of troops taking part will be the largest in the Bastille Day parade's history.

In addition to the marching contingent, the programme will feature military vehicles and an aircraft display.

Tanks are set to parade through central Paris while helicopters fly overhead to recreate the atmosphere of a modern battlefield.

French Mirage fighter jets, piloted by mixed French and Ukrainian crews, will fly over the city.

Military aircraft from Germany, the UK, Croatia, Poland, Denmark, Greece, Sweden, Norway, Spain and Italy will also take part.

The official concluded that the parade should also be seen as a strategic signal from France, sending a message that it possesses powerful armed forces capable of being the first to enter a conflict and conduct combat operations.

France is convening the latest meeting of the Coalition of the Willing in Paris on 13-14 July.

This year's Bastille Day parade will be Macron's last as president and will provide an opportunity to underscore France's political support for Ukraine.

Following the coalition's meeting on 24 February, more than 30 participating countries reaffirmed their role in providing multi-layered security guarantees for Ukraine with US backing.

On 6 January, UK Prime Minister Keir Starmer, Macron and Zelenskyy signed a declaration of intent on the deployment of troops to Ukraine in the event of a peace deal.
</fulltext>

Polish Defence Minister Władysław Kosiniak-Kamysz has defended the government's decision to transfer Patriot missiles to Ukraine, saying that military assistance to Ukraine is in Poland's national interest.

<fulltext>
Polish Defence Minister Władysław Kosiniak-Kamysz has defended the government's decision to transfer Patriot missiles to Ukraine, saying that military assistance to Ukraine is in Poland's national interest.

Kosiniak-Kamysz criticised remarks made by members of President Karol Nawrocki's circle and opposition parties, who attacked the government over the transfer of several missiles for Ukraine's air defence.

Marcin Przydacz, Head of the International Policy Bureau of the Polish President's Office, said on 9 July that Deputy Defence Minister Cezary Tomczyk had played a key role in the decision to transfer the missiles. "Is this treason or simply stupidity?" he asked in an interview with TVN24.

Kosiniak-Kamysz reminded the official that military assistance to Ukraine is in Poland's national interest. "I will defend this decision, which was made by me and the government. I ask Minister Przydacz about this nonsense he is talking about – is it treason or stupidity? NATO stated yesterday that we must all support Ukraine. Ukraine's defeat in the war with Russia would be the worst possible scenario for us," the minister said.

"I would rather our Patriot missiles intercepted Russian missiles over Kyiv than over Warsaw. Those who criticise Poland's support for Ukraine have lost their minds. It makes my blood boil," he added.

On 4 July, Krzysztof Bosak, co-leader of Poland's far-right, anti-Ukrainian Confederation party and Deputy Marshal of the Sejm, claimed that the Polish government had secretly transferred Patriot interceptor missiles to Ukraine in March.

In response, Kosiniak-Kamysz announced that he has ordered the declassification of information on military aid provided to Ukraine since the start of Russia's full-scale invasion.
</fulltext>
