An air-raid warning has been issued for the second night in a row in the Romanian district of Tulcea along the Danube due to another Russian airstrike on Ukrainian ports across the river.

The European Union ambassadors have approved the allocation of macro-financial aid to Ukraine in the amount of about €4.2 billion under the Ukraine Facility programme.

On the night of 24 July, two F-16 fighter jets took off in Romania in connection with a Russian kamikaze drone attack on Ukrainian ports on the Danube, which are separated from Romanian territory only by the riverbed. 

Dmitry Peskov, the spokesperson for the Kremlin leader, called the EU's intention to use the first tranche of proceeds from Russian frozen assets to buy weapons for Ukraine a "theft" and threatened with a "proportionate response".

At a meeting of EU foreign ministers on Monday, two main issues will be discussed regarding Ukraine: support for the Ukrainian energy system before the next winter and support for the capabilities of Ukrainian air defence. 

Ukraine and Czechia have signed a bilateral security agreement following the Group of Seven's Vilnius Declaration on security guarantees for Ukraine. This is the 24th such agreement.

Ukraine and Slovenia have signed a bilateral security agreement in continuation of the G7 declaration on security guarantees for Ukraine.

The German government has approved the draft budget for 2025, which includes a twice smaller amount of aid to Ukraine compared to that in 2024, after lengthy debate.

The compromise draft budget, which the German government is expected to approve on Wednesday after lengthy debates within the coalition, includes two times less funding to support Ukraine than in 2024.

Belgium and Ukraine have signed an agreement that launches recovery cooperation and provides for investments of about €150 million over four years.

Spain has delivered a new shipment of military aid to Ukraine, including ten repaired Leopard 2A4 tanks.

Ukraine is currently negotiating bilateral security agreements with nine more countries in addition to the 23 already signed as a follow-up to the Group of Seven's Vilnius Declaration.

Danish Prime Minister Mette Frederiksen has noted that European countries have recently been subjected to various hybrid attacks with a Russian trail and believes that the reaction of Western countries is "too polite". 

David Lammy, UK’s Secretary of State for Foreign Affairs, has said that the UK continues to assess Ukraine’s request to deploy British-supplied Storm Shadow cruise missiles to strike military targets in Russia.

The UK government has stated that it has not yet given Ukraine authorisation to fire Storm Shadow missiles against targets on Russian territory, despite statements by Prime Minister Keir Starmer.
