Wednesday, 1 April 2026 —

Ukraine's Foreign Minister Andrii Sybiha has said that three more countries have confirmed that they intend to join the Enlarged Partial Agreement on the Special Tribunal for the Crime of Aggression against Ukraine.

Sybiha said yesterday that Germany, the United Kingdom and Moldova have officially declared their intention to join the Agreement to establish the Special Tribunal for the Crime of Aggression against Ukraine.

He noted that so far, 13 Council of Europe member states and one non-member state intend to join the agreement.

"We are counting on a significantly wider circle of participants. Sixteen is only the legal minimum. I urge all my colleagues to work hard on expanding this list of nations. I hope that further announcements will follow in the coming days. We are actively working on this," Sybiha said.

In a comment to Ukrinform on the same day, Iryna Mudra, Deputy Head of the Ukrainian President's Office, named the full list of countries that have publicly confirmed their intention to join the Enlarged Partial Agreement on the Special Tribunal. They are: Costa Rica, Croatia, Estonia, Germany, Latvia, Lithuania, Luxembourg, Moldova, the Netherlands, Slovenia, Spain, Sweden, the UK and Ukraine.

On 25 March, Sweden confirmed its intention to join the agreement on the Special Tribunal. On 30 March, Latvia followed suit.
