Ukraine among leaders in reform progress on path to EU membership – European Commission

The European Commission has placed Ukraine among the four EU candidate countries that have made the greatest progress over the past year in implementing reforms necessary for accession to the European Union. Alongside Ukraine, this group includes Montenegro, Albania and Moldova.

According to Marta Kos, EU Commissioner for Enlargement, Montenegro, Albania, Ukraine and Moldova were the most successful EU candidate countries in terms of reform implementation over the past year.

"Montenegro, Albania, Ukraine and Moldova particularly stand out. They have advanced the most in reforms over the past year," Kos said during the presentation of the EU Enlargement Report in the European Parliament.

She added that, considering the pace of reforms in some candidate countries, successful EU enlargement is entirely realistic in the coming years.

"Our candidates have ambitious goals. Montenegro aims to conclude negotiations by the end of 2026, Albania by the end of 2027, and Moldova and Ukraine by 2028," the commissioner underlined.

"The next year will be a moment of truth for all candidate countries, but especially for those that have presented ambitious plans to complete negotiations," she emphasised.

As European Pravda reported, the 2025 enlargement report gives a positive assessment of Ukraine's reform progress, noting that Ukraine continues to make advances on key reforms on its path towards EU membership despite Russia's war of aggression.
