European Commission: three more documents needed to provide Ukraine with €90 billion

To complete technical preparations for providing Ukraine with a €90 billion loan in 2026-2027, the EU must approve three additional key documents, alongside amendments to the EU's long-term budget currently blocked by Hungary.

The European Commission is preparing to adopt three more technical documents to be ready to disburse the €90 billion as soon as Hungary lifts its veto.

"We have another, I would say, four documents that we need to adopt, the first of which is actually being adopted today by the European Commission," European Commission spokesperson Balazs Ujvari said.

The EU must also approve a Memorandum of Understanding (for macro-financial assistance), amend the plan under the Ukraine Facility, and prepare a loan programme under which the loan agreements will be signed.

Ujvari recalled that the European Commission has already approved the Ukraine Financing Strategy for 2026.

Despite Hungarian Prime Minister Viktor Orbán blocking the €90 billion loan for Ukraine, the European Commission continues technical preparations in order to provide the funds as quickly as possible once the veto is lifted.

It should be noted that on 19 March, Orbán stated that Budapest would not unblock any Ukraine-related decisions until Kyiv resumes the transit of Russian oil via the Druzhba pipeline.
