Lithuanian European Commissioner Heading to Kyiv to Launch Reconstruction Initiative

European Commissioner for Environment, Oceans and Fisheries, Virginius Sinkavičius, is heading to Kyiv to discuss cooperation and assistance to Ukraine in its sustainable recovery efforts and launch the Phoenix initiative.

The "Phoenix" initiative activates work on the restoration of Ukrainian cities. It will unite Ukrainian cities with like-minded cities from the EU at the first stage to exchange experiences on the way to climate neutrality, energy efficiency and low impact on the environment.

It combines funding from Horizon Europe Mission for Climate-Neutral and Smart Cities and the LIFE Programme, with immediate mobilisation of at least €7 million for preparatory actions.

"During his visit, the Commissioner will meet ministers and mayors to discuss in more detail the specific needs and support that the Commission can deliver to prepare Ukrainian cities for the reconstruction phase," the EU statement reads.

The Commissioner plans to launch a Phoenix Dialogue – a set of consultations between the Commission and Ukraine on the country's green and sustainable reconstruction as part of the National Programme for Adoption of the European Union Acquis (NPAA) support. The goal is that Ukraine would align its rebuilding efforts with the European Green Deal policies and new environmental legislation.

"The ongoing war in Ukraine has caused immense human suffering. It has also inflicted irreparable damage on Nature. As we strive for peace and stability in the region, it is crucial that we help restore Ukraine's lands, waters and forests that are the foundation for the country's prosperity. The EU initiatives and programmes, such as Phoenix, are a beacon of hope for the people of Ukraine. We will keep supporting this vital effort done under the most difficult circumstances to sow the seeds of a more resilient, sustainable future for generations to come," Sinkavičius said.

As reported, the EU will create a working group for the use of Russian assets to reconstruct Ukraine (UKR).
