Agreement with France provides for purchase of up to 100 Rafale fighter jets for Ukraine

Monday, 17 November 2025 —

The document just signed by the presidents of France and Ukraine provides for the procurement of up to 100 French Rafale fighter jets for Ukraine, as well as air defence assets and French-made drones.

As reported by BFMTV and Le Monde, citing the Élysée Palace, shortly after Zelenskyy and Macron signed a declaration at an airbase near Paris on strengthening Ukraine's defence, the Élysée Palace released details.

The declaration of intent provides for the possibility of Ukraine purchasing up to 100 Rafale fighter jets with armaments, as well as air defence assets – in particular next-generation SAMP-T systems, radar and unmanned systems of French manufacture.

As for now, Ukraine has only a small number of Mirage aircraft in service among French-made jets.

Zelenskyy had announced before the visit that Ukraine and France would sign a "historic agreement" to strengthen aircraft.

In October a similar agreement was signed with Sweden, providing for Ukraine's purchase of up to 150 Gripen fighter jets, with partial localisation of production.
