Kallas announced that another 40 Russian shadow fleet vessels to be sanctioned

Monday, 15 December 2025 —

The EU Foreign Affairs Council is set to adopt a decision on Monday 15 December to add a further 40 vessels from Russia's so-called shadow fleet to the European Union's sanctions list against Russia.

Another 40 vessels belonging to Russia's shadow fleet will be placed under EU sanctions.

"We will make decisions today regarding the shadow fleet vessels. We have 40 additional vessels, blast enablers," Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, speaking ahead of the meeting.

She added that these measures are being taken "for depriving Russia of the means to fund this war".

The European Union decided to impose sanctions on shadow fleet vessels transporting Russian oil separately from broader sanctions packages.

Earlier reports said that sanctioned tankers had recently been attacked off the coast of Türkiye . Sources in Ukraine's Security Service (SSU) told Ukrainska Pravda that the incidents were part of a special operation carried out by the SSU.

Turkish President Recep Tayyip Erdoğan described these incidents as an "alarming escalation".

On 4 December, Türkiye's Ministry of Foreign Affairs summoned representatives of the Ukrainian and Russian embassies to express its concern over a series of attacks on vessels from Russia's shadow fleet in the Black Sea.
