Élysée Palace reveals details of discussions between four leaders in London

Monday, 8 December 2025 —

The Élysée Palace has revealed that Trump's "peace plan" and security guarantees for Ukraine were the focus of discussions between UK Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelenskyy in London.

As reported by French newspaper Le Figaro, the Élysée Palace noted that the 8 December London meeting of the UK, French, German and Ukrainian leaders enabled them to "continue joint work on the American plan" to end the war, "aiming to supplement it with European contributions in close coordination with Ukraine".

This process is "in the final stages" and is being handled by national security advisers "for interactions between the Europeans, Americans and Ukrainians, which should strengthen convergence in the coming days".

"Meanwhile, efforts will be stepped up to provide Ukraine with strong security guarantees and to plan measures for Ukraine's recovery," the Élysée Palace added.

After the joint meeting, Macron and Merz left the UK prime minister's office, while Starmer and Zelenskyy returned inside for bilateral talks.

In the evening, Zelenskyy is set to fly to Brussels to meet with NATO Secretary General Mark Rutte, European Council President António Costa and European Commission President Ursula von der Leyen.

On Tuesday, the Ukrainian leader is expected in Rome.

Zelenskyy's diplomatic tour follows a series of meetings between Ukrainian and US representatives on a "peace deal".
