EU Foreign Affairs Council to hear progress report on "prosperity plan" for Ukraine on 29 January

Thursday, 29 January 2026 — , from Brussels

European Commissioner for Enlargement Marta Kos is set to brief EU foreign ministers in Brussels on 29 January on the progress of preparations for a "prosperity plan" for Ukraine, Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has said.

"The European Commission is working on the 'prosperity plan', and also Commissioner Kos will inform ministers about this today," Kallas said ahead of an EU Foreign Affairs Council meeting.

Kallas noted that "Ukraine's prosperity is very much interlinked with Europe because they are geographically in Europe".

"So clearly we have a role there," she added.

European Commission President Ursula von der Leyen said the EU and the US are close to an agreement on a "prosperity plan" for Ukraine based on five pillars: productivity, Ukraine's integration into the EU market, investment, strengthening donor coordination and reforms.

Hungarian Prime Minister Viktor Orbán said that EU leaders at an EU summit had been presented with a confidential European Commission document that envisages Ukraine joining the European Union by 2027.

German Chancellor Friedrich Merz, for his part, has clearly stated that Ukraine's accession to the European Union in 2027 is not possible.
