Kallas warns of risk of pressure on Ukraine to make very difficult concessions

Monday, 2 February 2026 —

Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has warned that focusing on concessions from Ukraine risks blurring the lines of Russia's responsibility for launching its aggression.

As reported by The Guardian, Kallas stressed that Ukraine is currently under enormous pressure to make very difficult concessions, calling this a problem.

In the meantime, she also pointed out that this risks blurring the real issue.

"If you think of last 100 years, Russia has attacked at least 19 countries, some as many as 3 or 4 times. None of those countries has ever attacked Russia," Kallas said.

She stated that Europe should seek concessions from Russia, including restrictions on its military forces and nuclear weapons, and demand accountability for the crimes committed.

Kallas said Russia is trying to focus on negotiations with the United States in order to avoid difficult discussions, because it believes that "talking to the Americans is [helping] them [with] the maximalist demands that they haven't even conquered militarily".

However, she insisted that the EU has a very clear role in reviewing any potential future peace agreement, because Europe's involvement is necessary.

Earlier, the Financial Times, citing sources, reported that US security guarantees for Ukraine will depend on whether Kyiv agrees to withdraw its troops from the non-occupied part of Donbas, as demanded by Russia.

After that, the White House called these media reports untrue.
