Ukraine and Romania sign documents on strategic partnership and defence production

Thursday, 12 March 2026 —

President Volodymyr Zelenskyy and his Romanian counterpart Nicușor Dan have signed a number of documents during the Ukrainian leader's visit to Bucharest.

The presidents signed a declaration on establishing a strategic partnership between Ukraine and Romania, as well as framework agreements on cooperation in the energy sector.

Zelenskyy and Dan also signed a joint statement between Ukraine and Romania on the joint production of defence products.

Recent surveys show that more than 70% of Romanians believe defence spending should be increased, and the majority consider the country unprepared for war.

Reuters reported that Romania plans to create a modern threat detection system in the Black Sea by 2027 to protect strategic energy and trade infrastructure, including the future offshore gas project Neptun Deep.
