What will the integration of Prozorro with the European public procurement system mean for business?

Friday, 7 August 2026 —

Ukraine joined the WTO Government Procurement Agreement (GPA) two years ago. This opened up the public procurement markets of the agreement’s participating countries to Ukrainian businesses, including EU member states.

Since then, Ukrainian companies have taken part in international tenders and successfully competed for government contracts. At the same time, Ukraine has consistently brought its public procurement system closer to EU standards.

But an open market and common rules are only part of European integration.

Removing digital barriers is just as important. The integration of Prozorro with TED (Tenders Electronic Daily), the European Union’s official platform for publishing public procurement information, is now nearing completion.

Read more about the opportunities that integration with TED will create for businesses and the state in the column by Prozorro CEO Yaroslav Liubchenko: To Europe with Prozorro: how Ukraine is joining the EU’s single public procurement market.

The author explains that for Ukrainian companies, integration with TED will above all make it easier to enter the European public procurement market.

Today, businesses seeking to participate in government tenders in EU countries have to navigate dozens of national platforms, different search mechanisms and various information resources.

According to Yaroslav Liubchenko, integration will make procurement information available through a single access point. This will simplify the process of finding tenders, analysing contracting authorities’ requirements, assessing the prospects of participation and preparing bids.

At the same time, the integration will give European businesses easier access to the Ukrainian market and to one of modern Europe’s largest investment projects – Ukraine’s reconstruction, the Prozorro CEO adds.

Ukrainian procurement opportunities will automatically become more accessible to European suppliers, strengthening competition and improving the efficiency of public spending.

Ukraine’s integration will also bring additional practical experience to Europe’s digital ecosystem.

Over the past decade, Prozorro has evolved from an anti-corruption reform into a digital ecosystem that has demonstrated its resilience during the full-scale war and become a platform for new solutions in international financing, defence procurement and reconstruction.

International assessments confirm this progress. According to the 2024 UN E-Government Survey, Ukraine ranked first in the world in the UN E-Participation Index and fifth in the Online Services Index, placing it among the global leaders in the digital transformation of the public sector.

"Prozorro’s integration with TED will not end with the launch of a technical solution. The next steps will include developing full-fledged English-language interaction with the system, further harmonising data and classification systems, adapting procedures to European digital standards, preparing Ukrainian businesses to operate in the common market, and strengthening cyber resilience," the author writes.

According to Liubchenko, this is a long-term process that will require joint efforts by Ukraine, businesses and European partners.

Liubchenko concludes that Ukraine is no longer simply adopting Western practices. It is also developing solutions of its own that can benefit the European single market.
