Claims by Russian officials, including Security Council Secretary Sergei Shoigu, that the Baltic states and Finland helped organise flights of Ukrainian drones for subsequent attacks on Russian territory are "groundless".

Andrius Kubilius, European Commissioner for Defence and Space, has said that the first tranche of military aid to Ukraine under a €90 billion EU loan will be used to procure Ukrainian-made drones.

Following the results of the 2025 calls, the European Union will allocate €1.07 billion to implement 57 new projects under the European Defence Fund, with Ukrainian companies also taking part.

The European Commission expects that the first tranche for Ukraine under a €90 billion loan package will be disbursed by the end of the second quarter of 2026.

Following the defeat of Hungarian Prime Minister Viktor Orbán in the elections on 12 April, the European Union is hoping that both its €90 billion loan for Ukraine and the 20th Russia sanctions package can be unblocked as quickly as possible.

Deputy chief European Commission spokeswoman Arianna Podestà has stated that Ukraine will be able to send the EU a request for payment of over €2 billion under the Ukraine Facility mechanism once several bills adopted by the Verkhovna Rada (Ukrainian Parliament) that are necessary to unblock these funds enter into force.

In response to the release of fresh details of conversations between the Hungarian and Russian foreign ministers confirming that Hungarian vetoes against Ukraine in the EU were coordinated with Russia, the European Union will demand an urgent explanation from the Hungarian government.

Thomas Regnier, a spokesperson for the European Commission, responding to a question about Russia's threats against the Baltic states for supposedly allowing Ukraine to use their airspace for launching strikes on Russian territory, has stated that if Russia were to attack any member state of the European Union, it would be considered an attack on the entire EU.

To complete technical preparations for providing Ukraine with a €90 billion loan in 2026-2027, the EU must approve three additional key documents, alongside amendments to the EU's long-term budget currently blocked by Hungary.

The European Commission approved on 1 April a package of documents detailing the scope of support and planning preferences for drone procurement for the Armed Forces of Ukraine as part of technical preparations for a €90 billion loan to Ukraine for 2026-2027, which is currently blocked by Hungary.

The European Commission has reminded that Szijjártó had already been warned about the inadmissibility of disclosing such information.

The European Union is concerned over the incident involving a Ukrainian drone crashing in Finland; however, it believes the drone posed no security threat to the member state and recognises that Russia is the root cause of the situation.

Despite Ukrainian President Volodymyr Zelenskyy's calls for alternative options to secure the €90 billion European loan for Ukraine blocked by Hungary, the EU still has no such "Plan B".
