EU Council Meeting Begins in Kyiv: It’s Held outside EU Borders for the First Time

Monday, 2 October 2023

The meeting of EU foreign ministers, which usually takes place in Brussels, begins in Kyiv.

The intention to hold the next meeting of European foreign ministers in Kyiv was known in advance. Josep Borrell, EU High Representative for Foreign Affairs and Security Policy, also noted that one of the points of the ministers' meeting would be future security commitments to Ukraine in the context of Russia's war of aggression against it.

"I am convening today the EU Foreign Ministers in Kyiv, for the first ever meeting of all 27 Member States outside the EU. Ukraine’s future lies within the EU," Borrell said.

According to the schedule of press comments available to European Pravda, almost all ministers arrived in Kyiv for this meeting in person.

Thus, Spain, Belgium, Denmark, Cyprus, Ireland, Lithuania, Greece, Italy, Luxembourg, the Netherlands, Slovakia, Malta, Estonia, Bulgaria, Austria, Romania, Finland, Croatia, Germany, Portugal, Slovenia, France, Czechia and Sweden will be represented at the level of foreign ministers.

Poland will be represented by Deputy Minister Wojciech Gierwel, Latvia by State Secretary Andris Pelšs, and Hungary by Deputy State Secretary Zsolt Bunford.

"I put on the table several proposals, the ministers will continue discussing, and in the preparation of the meeting that we will have in Kyiv in the weeks to come," Borrell said a while ago.

Josep Borrell has been in Ukraine for several days now. He started his trip with an unannounced visit to Odesa, and the next day, he took part in events dedicated to the Day of Defenders of Ukraine.

In February this year, the first-ever joint offsite meeting of European Commissioners and the Ukrainian government took place in Kyiv on the sidelines of the EU-Ukraine summit.
