European Commission comments on whether US troop withdrawal will affect strengthening of EU's eastern flank

Wednesday, 29 October 2025 — , from Brussels

The reduction of the US military contingent in Romania and other EU member states will not affect the European Union's plans to implement the first stage of its Eastern Flank Watch defence programme in 2026.

In 2026, the EU plans to strengthen the defence capabilities of its eastern flank, regardless of the US decision to reduce its military presence in Europe.

"When it comes specifically to troops, of course, we take note of this announcement [the US' announcement about the withdrawal of part of its forces from Romania – ed.]. This doesn't change, to be very clear, our plans when it comes to the defence roadmap that we have presented and the four essential flagships that are highlighted there, including the eastern flank watch," European Commission spokesperson Thomas Regnier, said in comments to journalists in Brussels.

Regnier reiterated that the EU has a clear goal – to begin the launch of the Eastern Flank Watch project in the first quarter of 2026 and to achieve initial operational capabilities by the end of the same year.

"But, of course, we take note of the announcement, but we have a clear path and a clear vision when it comes to Europe's defence," he stated.

The spokesperson added that all EU defence plans will be implemented in close coordination with NATO and NATO partners.

On 29 October, the Romanian Ministry of Defence confirmed that the United States is reducing the number of its troops stationed in Europe.

Earlier this year, the US announced the redeployment of American forces from the Jasionka Airport in Poland, a key hub for assistance to Ukraine.

It was also reported that the United States is considering withdrawing up to 10,000 troops from Eastern Europe.
