Ukraine to receive €50 million to rebuild hospitals under EU guarantees

The European Union has agreed to allocate about €50 million under its guarantees for a joint project by Ukraine's Ministry of Health and the World Bank to rebuild Ukrainian hospitals.

As reported by Ukraine's Ministry of Health, the decision has been made at the fifth meeting of the Steering Committee of the Ukraine Investment Framework (UIF). The EU-backed funds will go to the joint Ministry of Health-World Bank project Strengthening the Health System and Saving Lives (HEAL Ukraine).

About €50 million will be directed to the reconstruction of hospitals that have suffered significant damage due to hostilities or are operating under increased pressure. These include, first and foremost, facilities serving internally displaced people.

The meeting has also discussed a format for Czech funding under the programme Renovation and Modernization of Hospitals.

As of 1 October 2025, damage or total destruction has been confirmed at 2,489 buildings across 804 healthcare facilities. Of these, 2,162 have been partially damaged and 327 have been completely destroyed.

The most hits were suffered by Donetsk, Kharkiv, Luhansk, Chernihiv and Mykolaiv oblasts.

Earlier, Estonia has said it is ready to host the Ukraine Recovery Conference in 2027.

In September, the United States made the first contribution to the reconstruction fund created under the minerals deal.
