Zelenskyy: 2025 EU enlargement report is our best assessment

Tuesday, 4 November 2025 —

Ukrainian President Volodymyr Zelenskyy has said that Ukraine's progress towards EU membership, reflected in this year's enlargement report by the European Commission, has been made possible by the efforts of millions of Ukrainian citizens.

Zelenskyy said that the 2025 European Commission's Enlargement Package Report confirmed that Ukraine is moving confidently towards EU membership and is ready to open negotiating clusters 1, 2 and 6.

"This is the best assessment to date – proof that even as we defend against Russia's full-scale aggression, Ukraine continues to reform and transform according to European standards. Ukraine's progress on the path to the EU is achieved by the efforts of millions of our people," Zelenskyy wrote on X.

Zelenskyy added that Ukraine expects "EU's decisive action to overcome all artificial obstacles for a strong and united Europe".

"Unity and strength are two key elements for the European project to succeed and ensure safety, prosperity, and guaranteed peace for all European nations, communities and families. We are committed to working together to strengthen Europe and our shared values," he added.

The European Commission has earlier said in its report that Ukraine has shown progress on key reforms on its path to joining the EU despite the war with Russia.

European Pravda has reported earlier that the annual enlargement report prepared by the European Commission for all candidate countries has been agreed among EU institutions in a version that gives a positive assessment of Ukraine's reform progress.
