Zelenskyy on EU decision on financial support for Ukraine: It strengthens Ukraine's resilience

Friday, 19 December 2025 —

President Volodymyr Zelenskyy has thanked the leaders of the European Union for their decision on financial support for Ukraine in 2026-2027.

The European Council has approved a decision on joint borrowing to provide Ukraine with €90 billion in support. The decision was adopted after the EU abandoned the option of a "reparations loan", which had been discussed for a long time beforehand.

"This is significant support that truly strengthens our resilience," Zelenskyy wrote on X.

He also stressed the importance of the fact that Russian assets remain immobilised and that Ukraine has received a financial security guarantee for the coming years.

Earlier, European Pravda reported that the EU summit had reached an impasse on the reparations loan and had to switch to plan B, which ultimately worked.

President of the European Council António Costa had promised that the leaders would not leave the summit without a decision on funding for Ukraine.
