Council of Europe secretary general arrives in Ukraine

Alain Berset, the Secretary General of the Council of Europe, has arrived in Ukraine and has already met Ukraine's Foreign Minister Andrii Sybiha.

According to Interfax-Ukraine, Berset held talks with Sybiha on the morning of 16 February, followed by a joint news conference.

Reuters reported that Berset and Sybiha also paid tribute to fallen Ukrainian defenders at an improvised memorial in Kyiv's Independence Square.

In January, the Council of Europe, the European Commission and the European External Action Service signed an agreement to set up a group to prepare a Special Tribunal for the Crime of Aggression against Ukraine.

The planned Special Tribunal would allow investigations into Russia's top leadership, including Kremlin leader Vladimir Putin.
