Zelenskyy urges EU to ban entry for Russians involved in war against Ukraine

Tuesday, 24 February 2026 —

President Volodymyr Zelenskyy has said in an address to the European Parliament that the EU must ban entry for everyone who took part in Russian aggression against Ukraine.

Zelenskyy said in a video address to the European Parliament that access to Europe must be closed for all Russian war criminals.

"There must be no place in the free world for Russian oil, Russian tankers, Russian banks, Russian sanctions, invasion schemes or any Russian war criminals. Time has come to fully ban all participants in Russian aggression from the entire Europe," Zelenskyy said.

He stressed that "we all need a full range of security from Russia".

"We must continue to firmly apply the full range of protection against Russia – from strong sanctions to real support for life after Russian strikes. Each of you understands what fills Putin's wallet with money and allows him to drag out this war," the Ukrainian president told members of the European Parliament.

On 24 February the European Parliament is holding a ceremonial extraordinary session dedicated to the fourth anniversary of Russia's full-scale invasion of Ukraine.

The European Parliament will also approve a resolution dedicated to the anniversary of Russia's full-scale aggression.
