Germany is organising a meeting of Coalition of the Willing

Tuesday, 13 October 2026 —

President Volodymyr Zelenskyy, following a conversation with Chancellor Friedrich Merz, has reported that Germany is working on organising a meeting of the Coalition of the Willing and has announced an upcoming meeting of national security advisors in the E3-Ukraine format.

Zelenskyy said that the leaders discussed how Russia is responding to President Trump's statement regarding an energy ceasefire by launching fresh attacks on Ukrainian energy facilities.

"This is exactly how the Russians behave when pressure eases. It is very important that Europe continues to act on principle. Germany is working to organise a meeting of the Coalition of the Willing. It is equally important to work through all other formats that can strengthen Ukraine and all of Europe," Zelenskyy wrote on X.

They also agreed on a meeting of national security advisors in the E3 (United Kingdom, Germany and France) – Ukraine format.

Merz also said that he had discussed Russia's air strikes against civilian targets and Ukrainian energy infrastructure with Zelenskyy.

"Russia must agree to a ceasefire regarding energy infrastructure – this is an important step on the path towards a lasting peace in Ukraine," the German chancellor stressed.

Merz previously expressed his disagreement with US President Donald Trump over the deal struck with Kremlin leader Vladimir Putin regarding diesel fuel exports.

On 9 October, Trump said he had spoken to Putin and reached an agreement with him on supplying Russian diesel fuel to the US and global markets.

The agreement between Trump and Putin sparked outrage in Ukraine and European capitals.
