US Congressional Ukraine Caucus: Restrictions that put civilians in harm's way are unacceptable

Thursday, 15 October 2026 —

The Congressional Ukraine Caucus has expressed deep concern regarding threats to halt intelligence-sharing with Ukraine and recent operational restrictions placed on Starlink.

"Congress has repeatedly made clear that the United States should provide intelligence support to save lives from Russia's merciless strikes. US allies pay for Ukraine's access to Starlink. Restrictions that put civilians in harm's way are unconscionable and will not be accepted by Congress," the Caucus wrote on X.

On 14 October, President Volodymyr Zelenskyy confirmed that US President Donald Trump's administration has warned it could halt intelligence-sharing if Ukraine did not stop striking Russian oil refineries.

On 13 October, Trump claimed that information sharing would continue.

Meanwhile, the White House stated that it had no involvement in the operational restrictions placed on the Starlink satellite system in Ukraine and pointed out that it does not control SpaceX.
