Council of EU approves allocation of nearly €2.8bn to Ukraine under Ukraine Facility

Ukraine is to receive a tranche of nearly €2.8bn after the Council of the European Union approved the seventh regular disbursement under the EU Ukraine Facility support mechanism.

The Council of the European Union specified that this sum reflects Ukraine's successful completion of 11 of the 20 steps required to receive the seventh tranche.

It also reflects Ukraine's completion of a number of previously outstanding steps, including one required for the fifth tranche and two required for the sixth tranche.

Moreover, Ukraine completed a number of steps ahead of schedule under the Ukraine Facility – specifically, two steps under the eighth tranche and two steps under the ninth tranche. Under a new methodology adopted by the Commission, Ukraine will for the first time receive compensation for such early completion.

Disbursements under the Ukraine Facility are linked to the Ukraine Plan, which outlines Ukraine's strategy for recovery, reconstruction, and modernisation, as well as a schedule of reforms aligned with the country's EU accession goals in the coming years.

The current seventh tranche follows the previous sixth tranche of approximately €2.3bn provided in December 2025.

It was previously reported that the seventh Ukraine Facility tranche of €2.8bn was to be transferred to Ukraine in early June 2026.

European Commissioner for Enlargement Marta Kos reported that Ukraine had fulfilled a number of requirements to receive the new Ukraine Facility tranche.

The EU is setting stricter reform conditions for Ukraine's receipt of macro-financial tranches, though Kyiv has been resisting certain requests from Brussels.
