First EU negotiating cluster for Ukraine and Moldova to be opened on 15 June

Thursday, 4 June 2026 —

Luxembourg will host two separate intergovernmental conferences on 15 June to open the first EU accession negotiating cluster (Fundamentals) for Ukraine and Moldova.

According to a European Pravda correspondent, an informed source said that two separate intergovernmental conferences will be held in Luxembourg on 15 June, one for Ukraine and one for Moldova.

They added that this will be preceded by intensive work in working groups and at ambassadorial level in Brussels.

A joint EU negotiating position on Cluster 1 for both Ukraine and Moldova is expected to be approved next week.

It was previously reported that the EU presidency, currently held by Cyprus, had announced the beginning of the formal process to open the cluster for Ukraine.

EU ambassadors have begun urgent preparations to open the first cluster for Ukraine and Moldova.

This follows a statement on 3 June by Hungarian Prime Minister Péter Magyar that his country had reached a "comprehensive agreement" with Ukraine on the rights of the ethnic Hungarian minority in Ukraine.

It was reported earlier that Magyar said he would only unblock the opening of negotiating clusters for Ukraine if Kyiv guaranteed the implementation of Hungary's 11 demands on minorities.
